Let’s say, we form a revolutionary organisation there and together we takeover Kaunas. And we declared that we are true government of Lithuania. we and our followers occupied Kaunas. Could we make a treaty with the other country about some natural recourses that might be in the city? –to make an international treaty? If we just in control of Kaunas? –we takeover Kaunas but a rest of Lithuania is governed by a lawful government in Vilnius. Can we still make a treaty? –no. And why can’t we do that? What don’t we have? – we don’t have effective control. If we have a revolution and we took over 99 percent of Lithuania did we then can make treaties with another countries? Even thought we are not a legal government ? –yes. Could that treaties be enforced? –yes. Do other governments have to recognize us? – no, not necessarily they may or they may not, but does it effective government- if we have effective control if we can control almost all of the country then we do have certain authority to do things, to do treaties.
