NATO – is that legal under UN Charter to have regional military alliance ?-yes. Article 52 of UN Charter says that regional security system is allowed - what is NATO? –THAT’S a regional security system.

Putin says- Lithuania we are cutting of the gas, you have to freeze and in the small towns in the middle in Lithuania, in January - if Lithuania depends 100 percent on gas and oil from Russia, is that an active aggression? Is that use of force? –how do we know that that not the use of force? – it is not because – the drafting history and what happened in drafting history? –Brazil when they were writing UN Charter, Brazil said – you know what? –that’s a use of force –to make economic sanctions against it, stop exporting and importing like a fuel –that should be use of force – let’s put that in Charter. Rest of UN members said – no, we reject that. So from that drafting history we know that the answer is pretty clear – the use of force not include political or economic pressure.
