In the feature article “Running government like a business”, the author, Richard C.Box , explains the idea that government should mimic the market target. This text examines the political culture in the American public sector.
First of all, new public management seeks to separate politics from administration. For example, administrators may use expenditure-control budgets, which allow flexibility to spend and to save money to carry over for discretionary spending later to avoid direct budgetary control by politicians. Also, government will have a possibility to hire professionals, who can consult administrators from private sector. Despite these facts, the public-service practitioner may take on the appearance of an independent actor separated from the public, concerned less about the public interest and more about making money and maximizing individual power and freedom to act what they want. Also, market concepts are not likely to remove the practitioner from policy making because government is so complex that citizens and elected representatives cannot govern alone.
